Claiming to see headlights 15-miles away does not in itself prove anything.
What is important is knowing your height above sea level and the height of the headlights that you observed.
If you don't have that specific real information, your claim is just personal opinion with zero evidence.
If you stand at a height of 150 feet OR more above sea level your horizon will be 15-miles and see the headlights.
